Hull and East Riding remain two of England's highest-priority areas for ECO4 and Warm Homes Plan funding in 2026. Both councils have published updated Statements of Intent widening eligibility significantly beyond means-tested benefits. Here's the full picture for HU and YO postcode households.

Hull City Council ECO4 Flex 2026

Hull City Council's Statement of Intent for 2026 maintains broad LA Flex eligibility. You can qualify for ECO4 funding in Hull without being on benefits if:

  • Your household income is below £31,000 per year
  • Your home has an EPC rating of D, E, F, or G
  • A member of your household has a health condition made worse by cold (including asthma, arthritis, COPD, cardiovascular conditions)
  • You receive any Council Tax Support

East Riding ECO4 Flex 2026

East Riding of Yorkshire Council has published its own Statement of Intent covering all East Riding postcodes including HU15–HU17, YO25, YO42, and YO43. The eligibility criteria mirror Hull's — household income below £31,000 with EPC D or below, or a qualifying health condition.

What Measures Are Available Under ECO4 in Hull?

  • Solar PV Panels: Free solar panel installation for eligible properties. Typical 4kWp system generating 3,400–3,600 kWh/year.
  • Air Source Heat Pumps: Free replacement for gas or electric heating in eligible properties.
  • Internal Wall Insulation: Critical for Hull's pre-1919 solid-brick housing stock, particularly properties in HU3–HU8 postcodes.
  • Loft and Cavity Wall Insulation: For post-war housing where cavities exist and loft insulation is absent or insufficient.

The New Warm Homes Plan: What Changes?

From 2026, the Warm Homes Plan begins replacing ECO4 with a broader, directly government-funded programme. Key changes for Hull and East Riding:

  • Battery storage is now an eligible standalone measure
  • Income threshold rises to £36,000 for low-income tier, and a middle tier with 50–75% subsidies for households earning up to £50,000
  • Hull and East Riding are classified as priority areas due to high pre-1960s housing stock proportion
