What Is the Humber Freeport?
The Humber Freeport was formally designated in 2022 and covers three distinct tax sites: Hull Docks (including King George Dock and Alexandra Dock), Goole (centred on the Goole port and industrial estate), and South Humber Bank (the Immingham and Killingholme corridor). Each site operates as a special economic zone where qualifying businesses benefit from a package of tax reliefs not available elsewhere.
Freeport status runs until 2031, giving businesses a clear eight-year window to invest and claim the enhanced reliefs.
Enhanced Capital Allowances in Freeport Zones
Standard Full Expensing already allows UK businesses to deduct 100% of qualifying plant and machinery costs in the year of purchase, including solar panels, inverters, batteries, and associated electrical infrastructure. Within a freeport tax site, businesses can additionally claim Enhanced Capital Allowances (ECA) for Freeport zones, which provide a 100% first-year allowance on qualifying expenditure in structures and buildings — something that Full Expensing alone does not cover.
In practice, this means a business at Hull Docks installing a 200kWp solar array and new roof-mounted racking structure can deduct the full cost of both the solar equipment (via Full Expensing) and the structural mounting elements (via Freeport ECA) in Year 1. At a 25% Corporation Tax rate, this equates to a 25p tax saving for every £1 spent on the installation.
Combining ECA + 0% VAT for 40-50% Net Cost Reduction
When you stack 0% VAT (saving 20% of the gross cost) with Freeport ECA and Full Expensing (saving 25% of the net cost in tax relief), a qualifying business can reduce the effective net cost of a commercial solar installation by 40-50%. For example:
- Gross solar installation cost: £300,000
- Less 0% VAT saving (vs 20% standard rate): £60,000 saving
- Less Corporation Tax relief at 25% via Full Expensing + Freeport ECA: £75,000 tax saving
- Effective net cost: £165,000 — a 45% reduction from the gross figure.
Business Examples
Logistics and warehousing operations at Hull Docks and Goole are ideal candidates. Large flat or low-pitch roofs, high daytime electricity consumption from automated picking systems and refrigeration, and predictable energy use patterns make the solar ROI calculations highly favourable. Several Goole logistics operators have already installed 100-500kWp systems.
Manufacturing businesses on the South Humber Bank, particularly in the chemicals, petrochem, and renewable energy supply chain sectors (a significant cluster has grown around the offshore wind industry at Immingham), benefit from both the energy cost reduction and the enhanced tax reliefs.
Petrochemical facilities on the South Humber Bank face additional considerations around ATEX zoning and hazardous area classifications, but the roof space on ancillary buildings and welfare facilities outside classified zones is often suitable for solar.
G99 Grid Connection on the South Humber Bank
Larger commercial solar installations (typically above 50kWp) require a G99 grid connection application to Northern Powergrid, the Distribution Network Operator (DNO) for the region. On the South Humber Bank, the distribution network is generally well-served due to the industrial heritage of the area, but G99 applications can take 3-6 months and may require a grid reinforcement contribution for very large systems. Residential Solar in the Goole Buffer Zone
The Goole freeport tax site is adjacent to the residential areas of Goole town. While residential properties are not within the freeport zone itself, homeowners in the DN14 postcode area benefit from the economic activity the freeport brings — and from standard residential solar incentives including 0% VAT and the Smart Export Guarantee. With Goole energy prices historically above the national average due to the town's industrial character, solar payback periods in the DN14 area are among the shortest in the Yorkshire region.
