What Is the Humber Freeport?
The Humber Freeport is one of eight English Freeports designated by the UK Government to drive economic growth through tax incentives, customs benefits, and simplified planning. With approximately £1.5 billion in pledged investment, it encompasses three tax sites that are transforming the Humber's industrial landscape.
For businesses within these zones, the tax incentives stack directly on top of existing solar benefits (100% AIA, business rates exemption), creating what is arguably the most attractive commercial solar investment environment in the UK.
The Three Tax Zones
Hull East 198 hectares
Includes Saltend Chemicals Park and the eastern Port of Hull. Home to BP, INEOS, Mitsubishi Chemical, and Vivergo Fuels. Major industrial energy consumers with extensive roof space.
Able Humber Port & Immingham South Humber Bank
The UK's largest energy port complex. New manufacturing and logistics facilities being built for the offshore wind supply chain, all requiring on-site energy generation.
Goole (Freeport 36) 5.5 million sq ft
A £130m industrial and logistics park by HBD/Henry Boot. First phase construction begins 2026. Every new building represents a commercial solar opportunity from day one.
Tax Incentives That Stack With Solar
Businesses operating within Freeport tax zones can access incentives that compound the already strong financial case for commercial solar:
Enhanced Capital Allowances
100% first-year allowances on qualifying plant and machinery expenditure. Solar PV systems qualify. This is in addition to the standard AIA.
Employer NIC Relief
0% employer National Insurance contributions for new employees. Reduces the operational cost of expanding within the zone.
Business Rates Relief
100% business rates relief on new and improved buildings. Combined with the existing 100% rates exemption on rooftop solar (until 2035).
Stamp Duty Relief
Zero stamp duty on land and property purchases within tax zones. Reduces acquisition costs for businesses setting up new facilities.
Major Development Opportunities
Freeport 36, Goole
The flagship development is Freeport 36 — a 5.5 million sq ft industrial and logistics park at Goole, developed by HBD/Henry Boot. With a £130m first phase starting construction in 2026, this represents one of the largest new-build commercial solar opportunities in Northern England.
Modern warehouse designs at this scale typically accommodate 250kW-1MW rooftop solar systems per building, with the potential for hundreds of megawatts of installed capacity across the full development.
Humber International Enterprise Park
At 183 hectares, HIEP is one of the UK's largest allocated industrial sites. With 85.6 hectares within the Freeport tax zone and planning permission for approximately 400,000 sqm of logistics and manufacturing space, the solar opportunity is substantial.
Yorkshire Energy Park
The £200m Yorkshire Energy Park (86 hectares, former Hedon Aerodrome) is specifically designed as an energy-focused development targeting 4,480 jobs. Solar integration from the design stage is the logical approach for tenants focused on energy innovation.
Combined Incentive Example
A manufacturing business within the Hull East tax zone installing a 200kW solar system:
- System cost: £160,000
- Enhanced Capital Allowances: £40,000 corporation tax saving (25%)
- 100% business rates exemption on the solar installation
- Annual energy savings: £35,000-£42,000
- Payback period: 2.8-3.4 years (vs 4-5 years outside Freeport)
- 25-year projected return: £850,000+
