Warm Homes Plan vs ECO4: What Changes?

The Warm Homes Plan represents a substantial expansion of the ECO4 model. The headline figure is investment: ECO4 was a £4 billion programme over 4 years, while the Warm Homes Plan commits £13.2 billion over the parliament — more than three times as much. This increased budget is designed to address the scale of England's insulation deficit, where an estimated 19 million homes still have EPC ratings of D or below.

Key improvements over ECO4 that the government has signalled: the income threshold is expected to rise from £31,000 to approximately £36,000, bringing an estimated additional 400,000 households into eligibility. The EPC eligibility range may extend to include EPC C-rated properties in some circumstances, particularly for heat pump installations. The grant cap per property is expected to rise significantly — the Warm Homes Local Grant (already live) offers up to £15,000 per property, nearly double ECO4's typical package value.

For Yorkshire specifically, the Warm Homes Plan is expected to prioritise areas with high fuel poverty rates. Hull, with its 20% fuel poverty rate, is likely to be identified as a priority area for accelerated delivery. The Hull and East Yorkshire Combined Authority is actively engaged in the scheme's design to ensure funding reaches communities in Bransholme, East Hull, Goole, and Scunthorpe where need is greatest.
