Hull has a 20% fuel poverty rate — nearly double the national average. The Warm Homes Local Grant funds free solar panels, heat pumps, insulation and ventilation for eligible Hull and East Riding households. You may qualify for the Warm Homes Local Grant if your home meets all of the following:

Property Criteria

  • Privately owned or privately rented
  • EPC rating of D, E, F or G
  • Located in the HU or East Riding postcode area

Income Threshold

Household income of £36,000 or less. You may still be eligible above this threshold if you live in a qualifying postcode or receive certain benefits.

Qualifying Benefits

Universal Credit, Pension Credit, Disability Living Allowance, PIP, ESA, Income Support, Housing Benefit, Working Tax Credit, or Child Tax Credit.

What's Covered?

The grant pays for a range of improvements — all surveyed and installed directly by the YEERS team, at no cost to you:

Solar Panels

Typical 4–6kW system. Reduces bills by £500–£1,000/year. 25-year panel warranty.

Air Source Heat Pumps

Replace gas boilers with renewable heating. Can be combined with solar for maximum savings.

Cavity & Loft Insulation

Up to 270mm mineral wool insulation. Eliminates drafts and saves up to £280/year in heat loss.

Solid Wall Insulation

Internal or external for pre-1930s solid brick properties — common across East Hull and Holderness Road.

Ventilation

Mechanical ventilation and heat recovery (MVHR) systems. Improves air quality and reduces condensation.

Smart Heating Controls

Programmable thermostats and zone controls to maximise efficiency of any new or existing heating system.

We submit your application to E.ON

YEERS compiles your eligibility evidence and submits your full application to E.ON on your behalf. You do not need to contact Hull City Council, East Riding Council, or E.ON directly at any stage — we manage all correspondence.

Free property survey

Our team visits your home to carry out a free survey, assessing your roof, insulation levels, heating system, and current EPC. This determines which combination of measures will deliver the greatest improvement and confirms your funding entitlement.

Our MCS-certified installation team carries out all approved measures — solar panels, heat pump, insulation, or ventilation. All work is completed to manufacturer and MCS standards. Your installation is registered on completion.

Why Hull Needs This Scheme

Hull is one of the most fuel-poor cities in England. Under the 10% affordability metric, 75.6% of Hull East households spend more than a tenth of their disposable income on energy. Areas including Bransholme (HU7), Orchard Park (HU6), Longhill (HU9), and Greatfield (HU9) have fuel poverty rates exceeding 30%.

The Warm Homes Local Grant addresses this directly. By targeting homes with the lowest EPC ratings — D through G — the scheme focuses funding where it makes the most material difference to household energy costs. A solar installation alone can save £500–£1,000 per year. Combined with insulation and a heat pump, total savings can exceed £1,500 annually.

Hull already has the highest uptake of the Great British Insulation Scheme in England — evidence that Hull residents act quickly when properly informed about energy efficiency funding. The £3.4 million Local Grant allocation will be distributed on a first-come, first-served basis.
