The Warm Homes Local Grant is a government-funded energy efficiency scheme delivered through local councils. Hull City Council has secured £3.4 million to fund free solar panels, heat pumps, insulation, and ventilation for eligible households in the HU postcode area and East Riding. YEERS is the local delivery partner of E.ON, the appointed contractor for both Hull City Council and East Riding Council — which means we are the company who physically surveys and installs every measure. This is a fully funded programme with no cost to eligible households.

The Warm Homes Local Grant is a locally administered scheme funded by Hull City Council, with a higher income threshold (£36,000) compared to ECO4's £31,000 limit. It is available to both owner-occupiers and private renters. Unlike ECO4, which is managed nationally through energy companies, the Local Grant is delivered directly through E.ON as the appointed contractor, with YEERS as the local installing team. Both schemes can run simultaneously, and households near the ECO4 income threshold may find the Local Grant a better route.

You may be eligible if your home is privately owned or rented (not social housing), has an EPC rating of D, E, F, or G, and your household income is £36,000 or less. You may also qualify above this income threshold if you live in a designated qualifying postcode or receive certain benefits such as Universal Credit, Pension Credit, or Disability Living Allowance. The Warm Homes Local Grant covers a package of measures including solar panel installation, air source heat pumps, cavity wall insulation, loft insulation, solid wall insulation, mechanical ventilation and heat recovery (MVHR), and smart heating controls. The exact combination depends on your EPC assessment and what improvements will deliver the greatest energy efficiency gains for your specific property. All measures are fully funded — there is no contribution required from the homeowner.

Both owner-occupiers and private renters can apply for the Warm Homes Local Grant, provided the landlord gives consent for the measures to be installed. Social housing tenants are covered by a separate funding programme. For private renters, the improvements add value to the property at no cost to the landlord. YEERS can provide a formal letter for tenants to present to their landlord explaining the scheme.

The typical process runs over 4–8 weeks. Week 1: You call YEERS or check eligibility online. Weeks 2–3: We submit your application to E.ON on your behalf and arrange a free property survey. Weeks 3–5: E.ON confirms approval and the measures to be installed. Weeks 5–8: Our installation team carries out all work. The entire process is managed by YEERS — you do not need to contact Hull City Council, East Riding Council, or E.ON directly at any point.

YEERS is the delivery partner — we physically carry out every survey and installation under this scheme. We are not a referral agency or lead generator. As the local partner of E.ON (the appointed contractor for both Hull City Council and East Riding Council), our MCS-certified installation team handles everything from the initial survey through to system handover and aftercare. No. The Warm Homes Local Grant is fully funded — eligible households pay nothing for the survey, installation, materials, or any associated work. All measures are installed at no cost to you. YEERS does not charge for eligibility checks or the application process. The only exception would be if you chose to add additional measures beyond those funded by the grant, but this would always be clearly discussed and agreed in advance.

Hull City Council allocated £3.4 million through the government's Local Grant funding to improve the most energy-inefficient homes in the city. Funding is distributed on a first-come, first-served basis as applications are processed by E.ON and YEERS. Priority is given to households with the lowest EPC ratings (F and G) and those in fuel poverty. If solar panels are installed under the Warm Homes Local Grant, you automatically become eligible for the Smart Export Guarantee — meaning you will be paid for any surplus electricity you export to the grid, typically 3–15p per unit. These complementary benefits continue for the life of the system (25+ years for solar panels) with no further action required on your part.
