ECO4 Funding in Selby and North Yorkshire: Your 2026 Guide

Selby and the surrounding North Yorkshire villages have some of the highest concentrations of ECO4-eligible properties in the region. The combination of older housing stock, moderate household incomes, and North Yorkshire Council's progressive Statement of Intent means that thousands of YO8 households could access free or heavily subsidised energy upgrades right now — if they know how to apply.

North Yorkshire Council's ECO4 Flex Statement of Intent

ECO4 standard eligibility requires households to be on means-tested benefits such as Universal Credit, Housing Benefit, or Pension Credit. However, under the Local Authority Flexibility (LA Flex) route, North Yorkshire Council has published a Statement of Intent that widens eligibility significantly. Under the Council's Statement of Intent, you may qualify for ECO4 even without receiving benefits if:

  • Your household income is below £31,000 per year (before tax).
  • Your home has an EPC rating of D, E, F, or G.
  • A member of your household has a health condition exacerbated by cold or damp — including asthma, COPD, arthritis, cardiovascular conditions, or mental health conditions.

The YO8 postcode area is specifically highlighted as a priority zone in North Yorkshire Council's Statement of Intent, meaning applications from Selby, Sherburn-in-Elmet, Tadcaster, and the surrounding villages receive prioritised processing.

What Measures Are Available?

ECO4 takes a Whole House Approach — the measures installed are determined by your home's current energy performance and what will have the greatest impact on your EPC rating. For typical Selby properties, this means:

  • Solar PV panels: Particularly effective on the south-facing rear slopes of Selby's semi-detached housing stock.
  • Loft and cavity wall insulation: The majority of post-war semis across Barlby, Brayton, and Thorpe Willoughby have unfilled cavity walls and under-insulated lofts.
  • Air source heat pumps: Being specified for properties where gas boiler replacement is appropriate and the fabric is sufficient to support heat pump efficiency.
  • Internal wall insulation: For the solid-brick Victorian terraces of Selby town centre and the older colliery housing in Sherburn-in-Elmet, where cavity wall insulation is not possible.

Selby's Housing Stock — Why It's Well-Suited

Selby district has a distinctive mix of housing types that makes it an ideal target for ECO4 investment. The ex-colliery housing estates in Sherburn-in-Elmet and South Milford were built quickly and cheaply in the mid-twentieth century, with minimal insulation and solid-fuel heating systems long since converted to gas. Many of these homes have EPC ratings of E or F. The Victorian terraces of Selby town centre have solid brick walls and single-glazed windows in some cases. Post-war semis across the YO8 district represent the largest volume of ECO4-eligible stock — typically EPC D, with unfilled cavities and standard loft insulation that falls below modern standards.

What Happens After ECO4 — The Warm Homes Plan for Selby

ECO4 funding is finite and will be fully allocated before its scheduled end date. The successor programme — the Warm Homes Plan — is expected to begin new applications in 2026 for the 2026-2030 phase. North Yorkshire is expected to remain a priority area under the Warm Homes Plan, which has a broader eligibility threshold (households earning up to £36,000/year) and a wider range of eligible measures. Crucially, the Warm Homes Plan includes battery storage as a standalone eligible measure for the first time.
