Solar panels in Brough: what is different here
Brough is in the parish of Elloughton-cum-Brough, and East Riding of Yorkshire Council is the planning authority for every roof in it. Our office on Blanket Row in Hull is about 9.7 miles east of Brough in a straight line, so surveys here are local work for us.
The parish has grown fast. The census counted 7,384 residents in 2001, 10,075 in 2011 and 10,499 in 2021. That growth sits beside three conservation areas the council protects, so the same parish has recently built houses with few planning questions and Victorian terraces with more. More homes are planned. East Riding's adopted Allocations Document Update (2025) allocates land at Ings Lane and east of Skillings Lane (site ECB-C, 51.41 hectares) with an indicative capacity of 710 dwellings. It also requires the Brough Relief Road, linking Moor Road to Skillings Lane and Saltgrounds Road, to be completed before 300 of those homes are completed. Planning in Brough: three conservation areas and a scheduled monument
Most Brough houses can have roof panels under permitted development. The local details that change the answer are set out in the council's own appraisals.

For a Station Road terrace or a house in Elloughton's village core, the rules changed on 27 August 2026, when S.I. 2026/896 came into force. In a conservation area, a house loses permitted development for panels on a wall, balcony or roof enclosure that fronts a highway. The street-facing roof slope is not singled out. On any pitched roof, panels must not protrude more than 0.2 metres beyond the slope or rise above its highest part, chimneys excluded. If your house is listed, these permitted development rights do not apply and you need to go through the council. Work permitted before 27 August 2026 but not under the new wording can still be carried out until the end of 26 August 2027.
Brough has one extra check. The council's appraisal says the Brough conservation area coincides with the scheduled monument of Brough Roman fort and town (Petuaria), and names the Burrs playing fields as the site of the Roman town. Historic England lists Brough Petuaria Roman settlement as a scheduled monument in the parish (list entry 1005219). Permitted development does not cover solar equipment installed on a site designated as a scheduled monument. If you live near Station Road or the Burrs, the mapped boundary needs checking with East Riding of Yorkshire Council before anyone relies on permitted development, and we carry out that planning check before installation. The council says Atwick is the only conservation area in the East Riding with an Article 4 direction, so none of Brough's three conservation areas has one. Connecting to the grid in Brough
Brough is on the Northern Powergrid network. Its published substation list includes Brough Half Acre (HU15 1LZ) and Brough Saltsground (HU15 1EG) within its Yorkshire area. Smaller systems connect under G98, which covers equipment rated under 16A per phase at low voltage on a fit-and-notify basis, with notification due within 28 days of commissioning. Systems above 16A (3.68kW) per phase fall under G99. A 4kW inverter is already above 3.68kW, so the connection route is decided at design stage, not after the panels are up. Batteries, EV charging and how your household uses power
Whether a battery pays in Brough depends on when your household is at home. If someone is in through the day, much of the generation is used directly and panels without a battery may be the better buy. If the house is empty from morning to evening, most of it is exported, and Octopus's flat Outgoing tariff has paid 12p per kWh since 1 March 2026, down from 15p (compare tariffs in Octopus SEG rates for 2026). The council's Elloughton appraisal describes the village as a commuter destination close to Hull with a significant employer nearby, the aircraft company at Brough. The Blackburn Aeroplane and Motor Co. expanded from Leeds to Brough from 1916 onwards, and BAE Systems still lists Brough as a site, at Humber Enterprise Park on Saltgrounds Road. When BAE renewed its lease there for ten years in 2023 it employed about 700 people on the site, and a February 2026 report said it still has a strong presence. Brough station, managed by TransPennine Express, has a 172-space car park and direct trains to Hull, Leeds and Manchester, and seven Hull Trains services call each day. A car parked at the station all day cannot soak up midday solar at home, so for a rail commuter a battery is the part that captures daytime generation. If a car is at home during the day, a Zappi charger can divert surplus solar into it.
The council's Brough appraisal also notes that Brough lies on the low-lying flood plain on the north bank of the Humber, about 20 feet above sea level. Where the battery and inverter are mounted is worth discussing at survey.
